Tolls rules in Portugal for Car Rental...
From now till December 31st 2011:
For every rental vehicle passing on toll roads, Car Rental Companies will be obliged to identify the driver. Then the driver will be contacted by post as usual with traffic fines.
 
From January 1st till June 30th 2012:
Car Rental Companies will be forced to pay a 6 month permission for vehicles to be allowed on toll roads. This is commendatory as a Tax. All vehicles from the Company fleet will be allowed automatically, just as the Road Tax which is payable annually. This list of vehicles already exist on the Tax Office data system. Next Monday (12/12) will be published a rule that obliges Car Rental Companies to charge locally a Tolls Tax. This tax is commendatory and is predicted to be between 1,00 Euros up to 3,00 Euros.
 
From July 1st on:
All Car Rental Companies will be forced to equip all fleet vehicles with a electronic device that communicates with the Tolls system. Clients will have to hold a valid credit card. When signing the Rental Agreement form will also sign a contract with one of the Companies in charge of the Tolls (National Post Office – CTT) which is valid during the rental agreement period. All Tolls charges will be charged directly on the Client’s credit card. If the Client doesn’t use Tolls, nothing will be charged. Anyway it’s predicted to have a 0,60 Euros daily charge for the electronic device rental (to now only next Monday 12/12).

Shortage of cars for the summer

Did you know that from 2008 to 2009 the fleet for tourism rental cars available in Portugal dropped by 20% from 50.000 cars to 40.000. This was matched by a similar drop of 20% in clients looking to rent cars but only outside of the peak months! The drop off in clients during the months of July and  August was just less 3% (Portuguese Tourism Board numbers), which meant there was a shortfall of 9.700 cars during this period, equating to a total of around 30.000 rentals requests which were unable to be fulfilled. With further reductions in the number of cars held by the various rental companies the situation is expected to be even worse in 2010.
